A service review is a systematic evaluation of a service to achieve significant innovation and improvement. A service review considers strategic opportunities (more than incremental process improvement) including whether the organisation should continue to deliver the service, alternative service delivery models, financial sustainability, best practice, and links to the strategic goals of the organisation and legislative imperatives.

A service review will include use of mainstream improvement methodology and should provide:
